Raised by a single mother who immigrated from the Dominican Republic to provide her children with a better life, Manny carries with him the values she embodied: resilience, hard work, and a straightforward approach to problem-solving. Her strength taught him how to face impossible choices—like whether to pay rent or seek medical care—choices no family should be forced to make in the richest nation on Earth.

A LEADER FOR COLORADO
From a young age, Manny Rutinel understood the value of hard work—and lived it. Determined to ease the financial burden on his family and cut the cost of college, he took every opportunity he could. By the end of high school, he had already completed his second year working at McDonald’s, tutored students at Kumon Learning Center, and earned enough credits at his local community college to graduate with an Associate’s degree—just one month after receiving his high school diploma.
He even sold his plasma twice a week to help pay the family bills—a scar on his arm still serves as a quiet reminder of the hundreds of times he exchanged blood for rent, food, and stability.
When he arrived at college, he didn’t have a dorm room. He spent his first semester sleeping on friends’ couches and floors, determined to stay enrolled. He worked as a substitute teacher to cover tuition and eventually earned dual Bachelor’s degrees in Microbiology and Economics. After graduation, he joined the U.S. Army Corps of Engineers as an Economist and served as a First Responder in Puerto Rico following Hurricane Maria.
His drive to serve led him to earn a Master’s in Economics from Johns Hopkins University and a law degree from Yale Law School. After law school, he became an environmental attorney, fighting to protect clean air, land, and water for future generations.
Today, he serves in the Colorado State House, proudly representing the people of Adams County. In the legislature, he fights for working families and defends the rights and freedoms of every Coloradan—just as he always has.
