Hispanic Caucus renews effort to expand campaign map

Oregon Democrat Eddy Morales, who is running in a crowded race for the open 3rd District seat,

has the backing of BOLD PAC, the political arm of the Congresssional Hispanic Caucus.

BOLD PAC, the campaign arm of the Congressional Hispanic Caucus, found success last cycle by endorsing candidates running in Pacific Northwest states with small but growing Latino populations. 


The group plans to deploy a similar strategy this year as it seeks to stem Republican gains with Hispanic voters and help Democrats win control of the House. 


Among those receiving an early endorsement is Democrat Eddy Morales, a community organizer and the son of an undocumented immigrant, who is running in a crowded race in Oregon’s 3rd District. Morales, 44, said he has seen Latino political clout increase since he arrived in the state at the age of 6.


From the school board to the state legislature, “our numbers have grown,” he said. “Latinos make up the largest minority in the district.”


Morales, who serves on the Gresham City Council, is running in the May 21 primary for a rare open seat in the safe blue district. Democratic Rep. Earl Blumenauer, who has represented the Portland-centered district since 1996, announced late last year that he was retiring. 


Other top Democratic contenders in the race include former Multnomah County Commissioner Susheela Jayapal, the sister of Rep. Pramila Jayapal, D-Wash., who was endorsed this week by Sen. Bernie Sanders, I-Vt.; and state Rep. Maxine Dexter, a physician who has the support of former Gov. John Kitzhaber and Everytown for Gun Safety. Due to the district’s Democratic dominance, the winner of the primary is favored to win the general election.


Morales was born in the U.S., but he often recounts his mother’s journey from Mexico in the trunk of a car. She fled domestic violence in California and settled among migrant farmworkers in Woodburn, Ore., a mostly Latino community about 30 miles south of Portland. He said his family’s experience has shaped his perspective on the debates over immigration and border security unfolding in Congress. 


“A lot of us are really tired of people playing political football with our communities, our families,” he said.


‘Latinos are everywhere’


Victoria McGroary, executive director of BOLD PAC, hopes Morales will follow Reps. Andrea Salinas, who won an open seat in Oregon’s 6th District, and Marie Gluesenkamp Pérez, who flipped a seat for the Democrats in neighboring Washington state. BOLD PAC endorsed both women in 2022.


“We are laser-focused on getting Latinos elected to Congress … and we will look for a strong recruit anywhere, because we know that Latinos are everywhere,” McGroary said. The group’s endorsement provides a candidate with additional resources and training.


Latinos make up about 14 percent of the population in Oregon, up from 4 percent in 1990. “While it may not be a state that is at the forefront of someone’s mind when they think about the Latino community, we know that there is a very rich and growing Latino community there,” McGroary said.


BOLD PAC and other national Latino outreach groups have traditionally focused on Texas and Arizona, states where Latino voters are most concentrated. But last cycle, the group expanded the map: In addition to Salinas and Gluesenkamp Pérez, it backed Nebraska state Sen. Tony Vargas, who sought to unseat Republican Rep. Don Bacon. 


Vargas lost in 2022 and is trying again; he once again has BOLD PAC’s support. The group has also endorsed state Sen. Emily Randall for an open seat in Washington’s 6th District.


Republicans have also worked to recruit diverse candidates. In 2020, the GOP had a net gain of 14 seats in the House, and every seat it flipped from Democrats was captured by a woman, a veteran or a candidate of color. In 2022, the party put forth a historic slate of nearly 70 Black, Hispanic, Asian American and Native American candidates.

The poll, released July 20 by CBS/YouGov, found that immigration is the top issue that swayed respondents' opinion on the president. Sixty-one percent said immigration and deportation policies "mattered a lot," followed by inflation and the economy. Overall, the poll puts Trump's approval rating at 42%, with disapproval at 58%. The survey previously found Trump's approval rating was 45% in June and 47% in mid-April. In contrast, the second-term president's aggregate ratings from The New York Times and Real Clear Politics show a 44% and 45.5% approval, respectively, and a 53% and 52% disapproval. In the latest CBS poll, 56% disapproved of the president's immigration stances, while 44% approved. That's a 10-point drop from polling at the beginning of Trump's second term in February, the outlet reported. The poll specifically asked respondents about the administration's mass deportation efforts. Support for the removals has also dropped ten points since February, with a majority now opposed. Less than half − 49% − of respondents said they approved of the deportations in July, compared to 59% in February. "Approval of the deportation program has slipped over these months to become slightly net-negative now, with support becoming more exclusively drawn from Republicans and MAGA identifiers," CBS said after the results were released July 20. Support for Trump's immigration policies is split among party lines. Nearly all Republicans surveyed − 91% − say they approve of the president's deportation program. Among Democrats, 14% say they approve, while a majority – 86% – disapproved. Among independents, 59% were against the deportations and 41% were for them. The administration's use of detention facilities saw similar results in the July poll, with 58% opposed and 42% in favor of their use. Support was also one sided, with 85% of Republicans approving of the detention facilities, compared to 15% of Democrats. The poll was conducted between July 16-18 among 2,343 U.S. adult respondents. A grassroots campaign. Social media is of increasing importance but it does not replace grassroots organizing. Adelita ran on an unapologetically progressive agenda, embracing a people-centered message focused on taking on corporate greed, standing up for immigrants, and protecting our environment. Debunking the “establishment” myth The only thing “establishment” about Adelita is that she is established in the community. ABOUT ADELITA GRIJALVA Adelita Grijalva is a lifelong public servant, advocate, and resident of Southern Arizona. She grew up with her two sisters on the south side of Tucson, graduating from Pueblo High School. She went on to earn a degree in Political Science from the University of Arizona. Beyond her career in elected office, Adelita has had a long history of public service. Prior to being elected to the Pima County Board of Supervisors, Adelita worked at Pima County Teen Court for more than 25 years, where she helped court-involved youth and their families through a restorative juvenile diversion program. A strong believer in the power of public-private partnerships to drive positive change, Adelita currently serves on the boards of several community organizations, where she continues to advocate for equity, collaboration, and opportunity. Adelita was first elected to public office in 2002, when she was elected to the Tucson Unified School District (TUSD) Governing Board, the largest school-district in Tucson and the second-largest district in Arizona. There, as a volunteer elected official, she led the successful effort to significantly expand pre-school availability at TUSD schools, fiercely defended Mexican-American Studies and bilingual curriculum from attacks by the Arizona State Legislature, and advocated for investments in public schools in historically overlooked communities. Most recently, Adelita Grijalva served on the Pima County Board of Supervisors, representing District 5. She was first elected to the Pima County Board of Supervisors in 2020, becoming the first Latina, and only the second woman, to serve as Chair.
