Sworn into office in 2025, she made history as the first woman and first person of color to represent her district, first LGBTQ+ individual to represent Washington, and first queer Latina to serve in the U.S. Congress.

Emily was born and raised on the Kitsap Peninsula in a hardworking union family. Growing up in Port Orchard, Emily learned the value of education from her parents and her teachers. Her dad worked at Puget Sound Naval Shipyard and her mom started a career as a para-educator when Emily was in high school. As the first in her family to attend a four-year college, she knows how important it is to make the path to higher education more accessible.

She was elected to the Washington state Senate in November 2018 and served as the Deputy Majority Leader and the chair of the state Senate Higher Education & Workforce Development Committee. She dedicated her time advocating for affordable college tuition, apprenticeship and job training programs to prepare students for living-wage jobs at local businesses.

In Congress, Emily serves on the Natural Resources Committee and Oversight and Accountability Committee, and is also the Whip for the Democratic Women's Caucus, Co-Chair of the Congressional Equality Caucus, Co-Chair and founder of the Congressional Ferry Caucus, and member of the Congressional Hispanic Caucus. She has secured over $17.9 million for her district, funding critical wastewater and infrastructure projects across Washington's 6th Congressional District.
